NHO Norway
From idea to action, innovative acquisitions in the field of practice from the health and care service
The national program for supplier development helps public enterprises to use innovative procurements to create innovation, and is a supplement to Difi and the other public policy instruments. NHO, KS and DIFI are responsible for the program and NHO is responsible for the program administration. There are regional contacts at several of NHO's and KS's regional offices.
Since its inception in 2010, the program has assisted municipal and state enterprises with over 200 procurements and developed the method for innovative public procurement. Until 2024, the program will ensure that more public enterprises take into use and incorporate innovative procurement as a permanent practice.
Three basic preconditions have enabled the program to create these results:
- The equal co-operation between the state, the municipality and the business community has given the program strong legitimacy.
- The program has been allowed to run in front and show the way
- Everything has been based on specific purchases that the state and municipality should carry out anyway.
This has led to innovations in the business community, which has helped to modernize the state and municipalities.
